Regardless of whether you purchase fabric or leather boots, you need to waterproof them. There is water proofing spray for fabric and dubbing or beeswax will work for the leather walking boots.
Walking boots are a matter of choice - try on a few pairs before making a decision on which ones to purchase. The boot should fit tightly around your foot without any slippage inside. Wear them around the house first with your walking socks before going for a walk to break them in to fit your foot and walking style.
